Unlike larger health care plan providers like Humana (NYSE:HUM), which plunged 25% on Monday after concerns about Medicare Advantage payments were raised, Molina Healthcare fully recovered from its Monday selloff. The rebound may be a hint that the smaller firms in the industry are the stronger plays right now. The chart has given traders several technical bullish hints as well.

Molina's numbers affirm the notion. The company's twelve-month P/E is 9.2, and the forward-looking one is even better at 8.4. The projected per-share profit of $2.30 is a fairly low bar considering the company earned $2.25 in fiscal 2008.

Phase Forward's fundamental snapshot isn't exceedingly attractive, but the current chart appears to reflect the forward-looking valuation rather than the backward-looking valuation.

And, though PFWD shares technically haven't broken out yet, they are very close to doing so. If the short-term ceiling does indeed break, PFWD has the potential to reclaim a great deal of lost ground within only a few days. This is the more speculative idea of the two presented by the Small Cap Network, but it may also be the most explosive winner of the two.

Phase Forward's business is technically considered a 'service' in terms of sector classification. However, it's actually a hybrid of a pharmaceutical clinical trial management company, and a software company. Most of the clinical trial software solutions offered to their clients are built around an Oracle Corp. (NASDAQ:ORCL) database platform.
